Fallout new vegas "i put a spell on you"?

Just got this quest, the legion version, and I can't do it. It tells me to talk to the ncr curtis guy, and as I go to talk to him people keep randomly shooting at me like caravan dudes, then all the ncr don't shoot me, but the guy I'm suppost too does. Even If I'm dressed in ncr, legion, or regular. Help
