Help. What Movie is This?

In a bar, a black guy says to a white guy "I want to introduce you to my friend, Harvey Wallbanger." (Harvey Wallbanger is a drink) The white guy, who thinks that Harvey is actually a person, then unknowingly steps on a large thug's jacket, causing the thug to become angry. The thug threatens the white guy, who innocently replies "Hi, you must be Harvey." I think the movie is around 20 years old.
